JSC "Latvijas dzelzceļš" announces procurement for the modernization of Dobele and Liepāja railway stations

Joint Stock Company "Latvijas dzelzceļš" invites applicants to submit proposals for the open tender "Modernization of Railway Passenger Infrastructure on the Riga – Liepāja Line: Construction (Design and Construction Works)". 

The objective of the procurement is to construct and modernize Liepāja and Dobele railway stations and the associated railway infrastructure, including elevated platforms, tracks, passenger and pedestrian infrastructure, and lighting, to ensure accessibility of railway transport services for passengers, including persons with reduced mobility. The project also aims to promote the increase in railway passenger numbers by developing railway transport as a central element of Latvia’s public transport system.

This procurement is announced as part of the project "Modernization of Railway Passenger Infrastructure", which is financed under the European Union's Cohesion Policy Program for 2021–2027. Additional procurements for the modernization of railway stations included in the project along the Riga – Lugaži line are planned to be announced in the first quarter of 2025. 

JSC “Latvijas dzelzceļš” is implementing a railway station modernization program, within the framework of which elevated platforms will be built at a total of at least 102 stations by year 2028.

Modernization Program for Railway Stations and Stops:

Phase I. By 2019, elevated platforms were constructed at 16 stations/stops on the Jūrmala and Jelgava routes. These works were carried out under the “Modernization of Railway Passenger Infrastructure” project, with a €17.5 million budget from EU funds for the 2007–2013 planning period. 

Phase II. By 2026, elevated platforms and related infrastructure will be built at at least 45 stations/stops on the Jelgava, Skulte, Ogre, Tukums, Jūrmala, and Bolderāja routes. These works are being implemented under Phase 2 of the 'Modernization of Railway Passenger Infrastructure' project, with a € 52.9 million budget, financed from: 

- EU funds (2014–2020): € 20.7 million 

- EU funds (2021–2027): € 30.9 million 

- JSC “Latvijas dzelzceļš’ funding: € 1.2 million 

Phase III. By 2026, temporary elevated platforms will be built at 16 stations/stops on the Jelgava, Skulte, Ogre, Tukums, Jūrmala, Lugaži, and Bolderāja routes. These works are implemented under the “Construction of Temporary Elevated Platforms” project, with a budget of €1 million, funded by the JSC “Latvijas dzelzceļš”. 

Phase IV. By 2029, elevated platforms and related infrastructure will be built at at least 25 stations/stops on the Liepāja, Lugaži, Jūrmala, Tukums, Aizkraukle, Rēzekne, and Daugavpils routes. These works will be implemented under Phase 3 of the “Modernization of Railway Passenger Infrastructure” project, financed by EU funds for the 2021–2027 planning period (€30.9 million).
