
Joint Stock Company "Latvijas dzelzceļš" invites applicants to submit proposals for the open tender "Modernization of Railway Passenger Infrastructure on the Riga – Liepāja Line: Construction (Design and Construction Works)".
The objective of the procurement is to construct and modernize Liepāja and Dobele railway stations and the associated railway infrastructure, including elevated platforms, tracks, passenger and pedestrian infrastructure, and lighting, to ensure accessibility of railway transport services for passengers, including persons with reduced mobility. The project also aims to promote the increase in railway passenger numbers by developing railway transport as a central element of Latvia’s public transport system.

This procurement is announced as part of the project "Modernization of Railway Passenger Infrastructure", which is financed under the European Union's Cohesion Policy Program for 2021–2027. Additional procurements for the modernization of railway stations included in the project along the Riga – Lugaži line are planned to be announced in the first quarter of 2025.
JSC "Latvijas dzelzceļš" is implementing a railway station/stop modernization program, under which elevated platforms will be constructed at at least 114 stations and stops by 2028.
The program is being carried out in several phases:
- Phase 1 – By 2019, elevated platforms were constructed at 27 stations/stops in the Jūrmala, Jelgava, and Krustpils directions. The work was carried out under several projects financed by European Union funds.
- Phase 2 – By 2026, elevated platforms and related infrastructure will be built at at least 45 stations/stops in the Jelgava, Skulte, Ogre, Tukums, Jūrmala, and Bolderāja directions. This work is being implemented under the "Railway Passenger Infrastructure Modernization" Phase 2 project, with a total funding of EUR 52.9 million, including EUR 20.7 million from the EU 2014-2020 programming period, EUR 30.9 million from the EU 2021-2027 programming period, and EUR 1.2 million from Latvijas dzelzceļš.
- Phase 3 – By 2026, the construction of temporary elevated platforms will be ensured at 17 stations/stops in the Jelgava, Skulte, Ogre, Tukums, Jūrmala, Lugaži, and Bolderāja directions. This work is being carried out under the "Construction of Temporary Elevated Platforms" project with a funding of at least EUR 1 million provided by Latvijas dzelzceļš.
- Phase 4 – By 2029, elevated platforms and related infrastructure will be built at at least 25 stations/stops in the Liepāja, Lugaži, Jūrmala, Tukums, Aizkraukle, Rēzekne and Daugavpils directions. This work will be implemented under the "Railway Passenger Infrastructure Modernization" Phase 3 project and funded by at least EUR 50 million from the EU 2021-2027 programming period.
