
SJSC “Latvijas dzelzceļš” invites applicants to submit proposals for the open tender "Modernization of Railway Passenger Infrastructure on the Rīga–Lugaži–State Border Line: Construction (Design and Construction Works)".
The aim of the procurement is to construct and modernize 9 railway stations on the Rīga–Lugaži–State Border line: Inčukalns, Egļupe, Sigulda, Līgatne, Ieriķi, Lode, Valmiera, Strenči, and Valka, along with the associated infrastructure — elevated platforms, track systems, passenger and pedestrian infrastructure, and lighting — to ensure accessibility of railway transport services for passengers, including those with reduced mobility, and to promote an increase in the number of railway passengers by developing the railway as a central element of Latvia’s public transport system.

The procurement is announced within the framework of the project “Modernization of Railway Passenger Infrastructure”, financed by the European Union Cohesion Policy Programme 2021–2027. Additional procurements for the modernization and construction supervision of included railway stations will be announced in the first half of 2025.
The project is being implemented as part of Phase IV of the SJSC “Latvijas dzelzceļš” station/stop Modernization Program.
The station/stop modernization program by SJSC “Latvijas dzelzceļš” envisions that by 2029, permanent elevated platforms will be constructed at at least 97 stations or stops, covering about 70% of locations with passenger service.
The program is being carried out in several stages:
Phase I – By the end of 2019, elevated platforms were built at 27 stations/stops in the Jūrmala, Jelgava, and Krustpils directions. The works were implemented through multiple projects funded by EU funds and SJSC “Latvijas dzelzceļš”.
Phase II – By the end of 2026, elevated platforms and related infrastructure will be constructed at at least 45 stations/stops in the directions of Jelgava, Skulte, Ogre, Tukums, Jūrmala, and Bolderāja. The works are being carried out as part of the second phase of the project "Modernization of Railway Passenger Infrastructure", totaling EUR 52.9 million, funded by the EU 2014–2020 planning period (EUR 20.7 million), the 2021–2027 planning period (EUR 30.9 million), and ** SJSC “Latvijas dzelzceļš” (EUR 1.2 million).
Phase III – By the end of 2025, temporary elevated platforms will be installed at 17 stations/stops in the directions of Jelgava, Skulte, Ogre, Tukums, Jūrmala, Lugaži, and Bolderāja. These works are being implemented as part of the project "Construction of Temporary Elevated Platforms", funded with at least EUR 1 million by SJSC “Latvijas dzelzceļš”. These temporary platforms are being built in locations where permanent platforms will be constructed in later stages of the program.
Phase IV – By 2029, elevated platforms and their surrounding infrastructure will be built at at least 23 stations/stops in the directions of Liepāja, Lugaži, Jūrmala, Tukums, Aizkraukle, Rēzekne, and Daugavpils. The works will be implemented within several EU-funded projects for the 2021–2027 programming period.
